It was outlawed because large chains would do it to crush small local competition.
If you have 100 hardware stores and you want to open a grocery store, so you run the new store at a loss financed by the hardware stores until you drive all the grocery competition out of business? That's a crime.
Just because NYC's primary business is fleecing taxpayers instead of selling hardware, the law is the same.

All I know because of my position is they are planning way ahead to clear all hurdles for them to do this. I didn’t know the state or the government planned this far in advance but they are pulling out all stops to make this happen. The state can’t put a printer in service correctly but this, they are planning like crazy.

They would lose in the end. While grocery store profits are only about 3% their mark up is 40-50%. Running a grocery store has massive overhead. Labor and waste are enormous. Ever see/pay attention how many employees are working at a grocery store at one time?
About 5 years ago I was talking to a grocery store manager who was very mad a few carts got damaged so I asked him what the costs were to try to figure it out. He said the small carts are about $800 and the big carts are $1,000 each. How many get damaged or stolen each year?

In general their markup is higher, but I suspect the staples that Mamdani is subsidizing were sold nearly at cost, or even as loss leaders.

As I said up in the thead, Chicago already tried and their proof of concept validated what we already knew from Cuba and Venezuela. It failed rather quickly. Unfortunately it will be at the Tax Payer cost, not the failed planning or concept level.
Much like the Narcan and COVID test vending machines, Free stuff doesn’t have a verification. Like has been said above, what is the validation that the subsidized system is being used by the targeted demographic. We have plenty of validation that most State run and “Monitored” programs are heavily frauded and abused; with little accountability or enforcement. Feel Good programs without proper staffing, assessment, accountability, and enforcement are just another opportunity for the people looking for a weak point.

Overall profit margins are 1-3%, but individual product markups are higher, because they don't include all the overhead.
So, you might only make 1% profit per dollar of revenue, but to do that you probably need to sell a gallon of milk for 5-10% more than you paid for it. Because the sale price needs to pay for the building and the employees as well as cover the price you paid for the milk.
But, I looked up a couple. Milk and eggs are usually a 5-15% markup, which wouldn't be enough to cover the overhead. The profit comes mostly from other products where the markup might be 40% or more. They break even or worse selling the milk and eggs, but that gets people in the door to buy the prepared foods and stuff where the real money is made.

Considering the 100 weight of milk right now is $25.23 that gets you about 12 gallons of milk. That is what the milk processor pays right now and that is higher than it has been. So each gallon of milk costs about $2.00 on the front end of the factory. That does not account for any overhead at all. You may very well be correct there is not much mark up on milk.
I will add I worked at a milk processing plant and the processing cost is not super high for a gallon of milk. Most things are fairly automated, but the equipment costs are high and workers wages are fairly high for the work they do.
However before our vacation I had meat on the grill and my wife said let’s get sides at wegmans to not make more dishes. We looked and a small thing of mac and cheese was $18.00. It’s some macaroni and some cheese so we said hell no. Mashed potatoes were the same. Made me sick.

Accepting the premise that most all Food Stuffs arrive in NYC via Trucks, part of that "desert" landscape is the State's and City's continual fucking over pf the Trucking Industry; It's damn hard to find legal and lawful Truck Drivers that can read, write, and speak English, but even harder to find ones that will travel into NYC, and when they do, it costs hundreds of Dollars just to get the Truck into the City (and back out) that doesn't include the operational costs (fuel, Ins. Pay, etc.)...very few will make the trip down there just to be robbed by the Mafia and NYC, therefor not as much arrives creating that "desert" they so love to whine about.
