Not to put words in your mouth, but I think you mean he should choose "Carry Concealed", not "Full Carry". The three types you can choose between on the application are "carry concealed", "possess on premesis", amd "possess/carry during employment".
I second the recommendation not to go for Full Carry right off the bat. It's tough to get it at all in Westchester. I would definitely call and ask if they would accept an application for a Sportsperson restriction. That encompasses hunting, target shooting, and basically all outdoor activities...
